It's plastic. Some Chinese models had plastic stocks though I don't know if they mixed the parts or not.

Yes, the 'wood' over the gas tube is actually a composite material. It is what the sks originally came with and therefore left as is. But it can be cheaply and easily replaced with true wood or whatever suites your fancy.
