Renewal in 3 weeks

I sent in my paper work to renew my permit three weeks ago and got it in the mail today, I was surprised on how quick it was.

I had my renewal letter from the state a week sooner

Oh and my permit was up at the end of December.

just curious. does the renewed permit start from when it is issued or does it become effective when the current permit expires?
Seems like one wouldn't really be rewarded for being early in the former case.
