Scope base question

Does this look normal? Remington 700 .270 cal. Leupold std long action base.

Seems like it should fit on the outside of the chamber?

I may be a bit off with my terminology, but it sure doesn't look like it's fitted on the INSIDE of the chamber. Looks like it fits exactly how Leupold designed it to fit.
