Would it be legal for a non-FFL business to ship an AK (receiver, barrel, dust cover and mags) to an individual? Both the sender and myself are in Louisiana and the rifle belongs to me.

What would be the best carrier to use? Also, what would be proper procedure for declaration of contents (if needed)? I noticed on the ATF.gov site, they said do not label the package as containing firearms when shipping USPS, but I am sure the private carriers are different.

Never label the outside of the package, but you do have to notify the carrier when you ship it.

USPS is by far the best and cheapest shipper.
UPS and FedEx require you to ship it next day air (about $50), USPS you can ship Priority (about $10)

Handguns can't ship USPS from an individual.

Next day air is only required for handguns, not long guns. I ship my long guns by UPS for true tracking and insurance.

I was fairly sure that it wasn't illegal, but I just wanted to confirm my thoughts and get an idea of which carrier would be the best option. Thanks for everyones advice, it definitely helps.

I recently went on a hunt in CA. One of our hunters was going to ship his guns to CA to avoid potential hassles w/ the airlines. In researching it, I didn't look up the USPS rules myself, but I read many times on the 'net that USPS no longer ships guns. Your local post office should be able to clarify that. OTOH, I thought that to ship a firearm to a person, it had to be handled by a FFL; the only exception would be if a person is shipping the gun to themself (as w/ the hunter in our party) or the gun is being shipped to and from for repair work. I know you can use Fed Ex and UPS to ship firearms. Even then, I've experienced situations where some UPS and Fed Ex employees didn't know they could do so.

Federal law regulates interstate shipping of firearms and follows what you posted. (for repair, to self for hunting, etc.)

In state shipping is regulated by state law and shipping individual to individual is legal.

USPS ships long guns but not hand guns.
