It very much does exist, Marine! The State gets most of the revenue, so your parish is able to do more because of the Quarter.

Folks are forgeting the predator/prey relationship - catch of few episodes on Nat Geo when they show the pack hunt on a herd and you get the idea. the predator(s) first look for the prey seperated from the pack - alone or looking ill. translate that info your city; in this case the FQ, Marigny and Uptown - what do you have in those areas? Bars, Drugs and people with $ who most like are defensless/clueless. What do the predator(s) look for: one or two alone and then they strike just like the pack hunt. So unless you have a sheep dogs on watch the predator(s) will strike when and where they can. Take a look at the three areas - 1)the Marigny has become like San Francisco in the 70's & 80's - smoke a joint and everyone can just groove to the music and get along, there are young kids who are into music and art who have moved into that area but they are clueless on what sourrounds them - usually well educated by the way 2) the FQ has got the big $ in the area now - property values have jumped and people fromt the 'country club' environement with $ are moving in and they think they are in a 'protected' environment like the area's they used to live in but they are in for a big shock 3)Uptown has always been prime picking - college kids from out of town who are clueless of the threat from around them and who have $ and stuff.
I suspect the 'sheep dogs' are hampered by the consent decree and cannot 'profile' the usuual suspects becuase they will run afoul the federal degree and could get picked up on civil right violation charges. So they will have to come up with some creative ways to 'bait traps' so they are not accused of profiling. but if there are no 'sheep dogs' to do the work then the herds are on their own.
just some thoughts for the am.

Good point. While sales tax on food, drink, T-shirts, etc is split 4% state 5% for NOLA; the excise tax on booze and cigarettes goes straight to the state of LA. The rest of the state benefits from the booze and cigarette sales. Then there is the gasoline tax paid by people going to NOLA. Same thing the state gets 100% of that tax.

Finally lets not forget about the Port of New Orleans. It is home much international commerce. Then there are cruise ships. Not too many cruise ships want to go to BR or Lake Chuck.

I know there is a disdain for NOLA by many people in LA. That said if NOLA is gone then so to goes a lot of the tourism, industry and a key economic engine for the state. Remember that as the price of oil goes down and the inevitable downturn in oil patch activity looms.

Please do encourage sensible law abiding citizens to come to NOLA; if for no other reason than to keep the thugs from winning.
