Aren't guns outlawed in Canada? How could this happen?

Not really. Mag cap of 5 rounds in most cases, no suppressors, handguns highly restricted but overall compares quite favorably to other commonwealth nations. They had a long gun registry but it failed miserably and was actually recently repealed. Overall they're better off in some ways than California.

Apparently the dead shooter was a Canadian Nat'l who had recently converted to The Cult and changed his name. His passport had been seized- and he was on the same watch list as the convert who ran over two members of the Canadian military on Monday, killing one.

Above is Kevin Vickers- whose bravery stopped this from being much worse than it already was. He's still holding the pistol he used to stop this creep.....
