Foley’s family received a letter on August 12 from ISIS militants
threatening to execute the journalist if Barack Obama gave the green light
for air strikes on Islamic State militants in Iraq.

No, it does not contradict.

Even if the ISIL did kill him and film it a year ago,
it doesn't mean that sending a letter to his family a week before didn't happen.

They could have been just holding their cards to play later.
