Mr. Cox seems like he is the "People's" mayor! He saw the officer possibly violating not only the motorists rights, but the property rights of his neighbor; and wanted to protect them from the tyranny of the police.
He is the Head-******-In-Charge! He said so himself. What else do you have to know here? Pretty cut and dry: Mayor 1, Police 0.

If anyone ever deserved it, Mr. Mayor did.
Whoever took this to the media did the right thing IMO. Now Mr. Mayor will at least be held accountable in the court of public opinion.
Yep! Just like Marion Barry, Kwamie Kilpatrick, and D.D. Slaughter, Charlie Rangel, and Maxine Waters! They were all run right out of office for their misdeeds. Wait...what?
