    What was the consensus on Tannerite? Did they make it illegal to posses? use? or both? :confused:

    The bill: House Bill 160 is sponsored by state Rep. Karen St. Germain, D-Plaquemine. The bill would place "binary explosives" under Louisiana's explosives statute and would be subject to new regulations.

    To me it seems that the signing, places it under regulation of an explosives license now!

    Was there a date of implementation? or was it active at the date of Gov. Jindal's signing?
    05/15 H Sent to the Governor for executive approval.

    It doesn't provide much detail other than;
    The term includes but is not limited to dynamite and other high explosives, black powder in quantities in excess of five pounds,

    (e) "Exploding or explosive target" means two or more mixed, commercially manufactured prepackaged chemical substances including oxidizers, flammable liquids or solids, or similar substances that are not independently classified as explosives but which when mixed or combined in quantities greater than five pounds
