Wasn't meant to be petty but a stark contrast of a total lack of grace, elegance and appearance of a high ranking office. If I showed up looking like that to morning muster, slouching, with a wrinkled uniform I would have been written up.
FYI that picture was pointed out by a boy scout, who already knows to stand up straight with a clean uniform properly chosen for the event.
