I guess I need to learn to weld and I will never have issues like this again.

What about brazing? That doesn't take nearly as much equipment as welding.

On Oct 29th he said the parts would ship in a couple days. I would expect any professional would have let his customer know something came up and shipment would be delayed. Very poor customer service.

It may be time to call the police in his area and see if it is possible to file a complaint via phone. If not, file with your local police and a warrant can be cut for fraud. It would most likely be two counts of fraud since you also sent money for shipping which has not happened.
