I have two in my family and I'm well aware of ALL my responsibilities as a permit holder. I'm not a sovereign anything, and the 3% are the 3% of the colonist that fought the British while the rest stayed home or loyal to the crown.

Technically...... no. Catch the wrong LEO and they can easily say that you did not inform that you were currently carrying. But most will understand the meaning of being handed a CHP.

Your CHP is flagged in DMV with your license so we see it when your DL gets run, but like Alpine said, presenting a CHP is not the same as informing you are carrying. I have encountered the rare CHP holder who was not carrying at the time, so again, presenting is not the same as notifying you are carrying. I wouldn't make an issue of it, unless you made me make an issue of it.
No all you're doing is showing him a CHP. That doesn't mean you have a weapon concealed on your person, you have to tell the man and show him your CHP.

There's a training video shot by Massad Ayoob and Tom Gresham that probably started the "don't say gun" dialogue. In it Massad does discuss the rookie officer hearing gun and reacting negatively.

My last traffic stop was in 1975. Why are there so many others that get to meet the local LEO's? Just lucky I guess.
