If I recall correctly NY/NJ were supposed to be conducting annual meetings/training/drill precisely for these types of storms but not much was done over the years.

Since 1978 a multitude of government agencies were required to meet at least twice a year to address storms etc. There are many years for which no meetings at all took place.

Not that it would have prevented the storm, but preparation is key.
