I don't know of any officer that has the technical knowledge to actually calibrate a radar. Any maintenance is done by the manufacturer.

Not for a LIDAR. There are included tuning forks with the radar unit which is used to check calibration. I wouldn't know how to begin actually calibrating one. If it doesn't pass the test then it's sent back to the manufacturer for repair.
