I wish Louisiana would just do like other states and make it instant with a ccw permit. All these problems would be solved for me at least I get a delayed status probably 60% of the time myself.

I am pretty sure it is not up to the state. I am pretty sure that the call is up to the BATF/Federal government, and I am pretty sure they base it off of actual qualifications needed to obtain a state issued CHP. The federal government only deems certain states this privilege based on what they require from citizens to obtain a CHP. So, states that require more training or experience to obtain a CHP are more likely to get this. In Louisiana it is pretty damn easy to get one, so I don't see this changing anytime soon, especially since only the federal government can make the call.

I was under impression that it was up to the state. Anyway even if it is up to the feds that is bs because it has nothing to do with your level of training all it is saying is that you dont have a felony arrest or otherwise unable to lawfully own a firearm. If any of those conditions where met then your CHP would also have been revoked.
