Can't kill them in the city, can't relocate and release them, but can you relocate them outside of the city to shoot them?

Pellet guns are quiet, also, not a firearm in the sense that they are not hunting guns so you would not be hunting.
I have shot them in the cage or released them away from my home, it all depended on the attitude of the possum. If I said I shot any pest animal it would be an admission of a crime now wouldn't it?
