imo, when inside city limits, being safe, and not getting caught is often the trump card for 'pest control' - which includes knowing how comfortable your neighbors are/will-be with your 'tactics'

Knowing what I do of St Louis, which is almost always in the top 3, I don't doubt that NOLA doesn't make it to the top of some.
Bourbon Street is TERRIBLE and surely ups the 'average' for the city, but places like North, and East St. Louis are giant cities of Bourbon-Street-grade-violence.

Yea, that's another thing I thought about. I thought maybe if it were steady and guarenteed income, per month, that maybe they'd be ok with a deep discount off the nightly rate. No idea though.
