I do not know if it would have helped in this situation, but if there is anything good that can be taken from this situation, is that every shooter should take it upon him/herself to get some basic medical training and have an IFAK on their person/kit.
I don't have a problem with exceptions for tint... spending all day in a vehicle, in duty gear, plus vest, with the sun beating down on you can get uncomfortable, even with AC. This is why I get the best metallic tint I can on my vehicles.

For the money I like Vortex... you can't beat their customer service / warranty.
I have the Viper PST FFP on a rifle, and I think it's a good optic for what I paid.
The vortex I linked above is 1/10 mil adjustments. It's a midway exclusive, so I'm not even sure if Vortex has it on their website. You can probably find some Midway $35 dollar off codes and pick it up for 470ish.

what are you using the rifle / optic for? Are we talking about a deer rifle? Target shooting? that would probably help us give you some better advice.
